Yes. When a person enrolls, that person becomes "active" within Enrollsy. Even if someone enrolls on a Waitlist, their Account is considered active. 

You must manually inactivate Accounts. <a href="https://intercom.help/enrollsy/en/articles/5162956-what-happens-when-i-deactivate-an-account" rel="nofollow noopener noreferrer" target="_blank">Learn how to deactivate an Account here</a>. 

Any Enrollment means an Account is "active"
